No activity for files added directly to data directory

Steps to reproduce

1. Locally added File (Filesystem) in Userspace outside Nextcloud
2. No activity Item in Stream
3. No Mail on File activity

Expected behaviour

Mail of created File in Userspace

Actual behaviour

Nothing to see, only changes in Nextcloud would track by Activityapp

Operating system: Ubuntu 16.04

Web server: Apache2

Database: MYSQL 10.0.31

PHP version: 7.0.26

Nextcloud version: (see Nextcloud admin page) 12.0.4

Activitymail on Changes inside Nextcloud would send as expected.

New files found by occ:scan should be included in the activity stream.
