This PR works for validating application definitions. However, it shows that support for the "optional" and "recommended" attributes should also be extended to the validation of base classes. That can be accomplished in a separate PR.

Copied across from nexpy/nxvalidate#51 . I have tested the changes by running
nxcheckat the command line.
