[Examples] Add Eagle and Eagle3 Conversion Scripts

Summary

• Eagle and Eagle3 Examples
• For Eagle, adds example with and without fusion bias
• For Eagle3, also adds a Qwen verifier example and cases with no norm before residual options
• All models produced should run e2e with Enable auto-detection for Eagle speculators format models rahul-tuli/vllm#3

Unconverted Models Trained Models

Eagle Models:

• nm-testing/Eagle_Speculator_Llama_3_1_8B_TTT (converted with and without fusion-bias)

Eagle3 Models:

• nm-testing/Speculator-Qwen3-8B-Eagle3 (Qwen verifier/target model)
• nm-testing/SpeculatorLlama3-1-8B-Eagle3 (Llama verifier/target model)

@MeganEFlynn For Eagle3 - I can remove the examples to not show both with and without norm_before_residual - what would we want for Llama and Qwen?
