chore: fix flaky tests in CI

Reinstates the serving-functions tests and fixes the flakiness issue by waiting 1s before issuing file update operations, which gives chokidar enough time to set up the watchers and fire the ready event.

At the same time, it removes the test patching so that the tests now run in parallel, which heavily counterbalances any performance degradation introduced by using setTimeout in these tests.

I also ended up renaming the functions used in the test, so that it was easier to debug, which ends up taking most of the diff.
