Should encoding(s) be mandated? #8
Description
Encoding(s) are not mandated today. RFC 8639 defers it to transport specific drafts, such as this one.
Since they are not mandated, the choices are:
- pick one encoding
- publisher supports both JSON and XML
- receiver supports both JSON and XML
