add 'ceiling rack' form-factor for rack types

Proposed functionality

I was looking through the pull request for #16739 (adding rack types), and noticed the following form factors are part of the implementation.

A rack can be designated as one of the following types:

• 2-post frame
• 4-post frame
• 4-post cabinet
• Wall-mounted frame
• Wall-mounted cabinet

You might consider also adding the 'ceiling-mounted' form type.

Use case

I've seen a few K-12 schools use these ceiling mounted racks in a few situations. They exist.
