Update to support Python 3.11 for NetBox 3.4

Justification

3.11 was released several days ago and contains some really nice performance improvements.

Observation: that commit moves Django to 4.1.2, but apparently 4.1.3 was the first to support Python 3.11 officially. References: FAQ, release notes.

Thanks for the note @candlerb. We'll be releasing v3.4.0 with Django 4.1.4 so it shouldn't be an issue.
