Re-Enable the `no-use-before-define` ESLint rule

Since #44, the no-use-before-define ESLint rule was removed, this is due to an incorrect parser behavior of babel-eslint which is already reported.

We also postponed the update of ESLint to version 2.3.0 since of babel/babel-eslint#267.
