Typing in WYSIWYG fields causes additional "Â" characters and breaks saving

Hey guys, me again.. This is such a weird one, I simply made a video.

The text typed at the beginning is:
"TEXT[space][space][space]SPACES"
I am not typing these "Â" characters!

Some facts:

• It works flawlessly locally (PHP 7.3, MacOS 10.13, both on Flow Dev server or apache)
• The issue occurs on my shared webspace (all-inkl) which also runs PHP 7.3
• Issue occurs both in Chrome and Firefox
• Database collation is correct (that was my first guess)
• I am using the default neos/nodetypes-text node type here, not a custom-built one
• The issue also occurs in the HTML editor (fullscreen, also the default Neos nodetype), but does NOT occur when I type text in regular inspector fields, so it probably has something to do with CKEditor (I assume you are using it in the HTML editor also?)
• If you want a poodle puppy, my wife will have some in summer ;)

I have NO idea what to do to fix this, never seen something like it... Ideas? If you want to look at the issue yourself, I'm happy to create a login for you, the site doesn't have content yet...

at appears that the video showing the issue is no longer online. Do you still experience this problem? If so, it would be great, if you could provide the video again :)

(The video can also be embedded in the issue description by just drag'n dropping it into the text editor.)
