Background

Multiple developers complain about the near-api-js and how hard it is to use it to build applications that interact with NEAR. We need to make sure that the api presents a clear interface, and that all functions work, so people can build applications faster and without getting stuck in issues.

I view it as a layered stack of:

1. Low-level JSON-RPC API with strict types [aka "provider"], which is being worked on: Feature: Generate JSON Schema for NEAR RPC API nearcore#12939
2. "Vanilla JS" APIs: Account, Signers, etc
3. Framework-specific APIs: React, Angular, Vue integrations

I synced with @denbite on it and I will focus on bringing the (1) Low-level packages while @denbite / @gagdiez seems to be working on (2), and only once that is settled we can attack the (3).
