Required glibc 2.28 exceeds limit of bionic

https://packages.ubuntu.com/source/bionic/glibc is at 2.27

Is there any way to make it work on Bionic (Ubuntu 18.04) as well? It works fine on Focal (Ubuntu 20.04), which goes up to 2.31.

I'm guessing a target would need to be added to the release.yml file. If I have time I can look into it. I didn't generate that file, but rather took it from the precompiled rust docs so you might run into similar issues for other libraries that use precompiled rust.

looks like there was some work done on the target list (precompiled_rust v0.5) so it should be easier to set the target

I'm not sure if changing the target would fix the issue. Maybe compiling in this an older Ubuntu version can do the trick. WDYT?
