Another occurrence:

Frontend(RelsPage): fix race condition UX bug

This was the bug:

Steps to reproduce:
1. Friend someone.
2. Go to "View connections" (while having slow internet).

Current results:
App user would see the text "No folks added yet" for some
miliseconds.

Expected results:
Should show "Loading..." and later show connections or "No
folks added yet" text.
