Add functional test to confirm `OS_CountSemTimedWait` waits up to the requested amount of time

Is your feature request related to a problem? Please describe.
There's only 2 checks, one for the OS_SEM_TIMEOUT return and one immediate success case. Nothing to confirm the passed in wait value is being honored.
