Clicking header links in right navbar does not properly unfold contents

🐛 Bug

Observed while reviewing #918, clicking a link in the right navbar does scroll the page to the correct header, but does not move the navbar position to the proper header, nor does it unfold the contents.

In this image I clicked "How to install the napari app" in the right navbar. It scrolled to the header, but did not unfold contents. It's not until I manually scroll a bit farther that it unfolds.

@melissawm @psobolewskiPhD is this probably just a Sphinx bug? Should I crosspost there?

I guess it scrolls to the locations of the anchors, which are before the heading? while the toc appears to want you to be past the heading to auto-expand.
So I'm not sure if this is a bug or just how it is?

Yeah I think this is an upstream (pydata-sphinx-theme) thing, but I'll experiment a little bit to see what's up.
