Replace nanoprintf with es-printf

Description

• Fully replace nanoprintf implementation.
• Adjust several System_Number_Format_ handlers.

Motivation and Context

• Previous attempt in Replace implementation of nano printf #2657 wasn't able to deal with large .NET double limits and also some buggy conversions.

How Has This Been Tested?

• mscorlib unit tests: Fixing several unit tests CoreLibrary#204
