Better 'choose between authorities' after postcode screen

On WriteToThem we have really really great descriptions of what different levels of government do. Some of these we've also built into screens on CAPE.

But if a postcode throws you to multiple councils (which is very common), we currently do this:

This feels like a good area to improve!

For a design point of view, what we want is similar to writetothem, spaces to show the kind of authority, and space for text explaining the role of the council. Once those exist, we can create that content.
