More “actionable”, self-explanatory homepage #448

Description

@zarino

As noted by @MyfanwyNixon in #434, the current CAPE homepage is pretty bare-bones. There’s two search boxes, but no clear call to action, and if you don’t already care about climate action plans, there’s no explanation as to why you should go any further, how the plans affect you, and how you can change the situation.

The homepage could link to content that’s currently hidden deeper in the site (or externally!) like:

  • the "Features" page, or maybe even some of the most interesting / topical features themselves
  • the Scorecards
  • the usage guides we created for the Net Zero Local Hero campaign (which are long overdue an update!)
  • CAPE/Scorecards case studies, from our blog
  • Contract Countdown (??)

If we develop a short “course” (#447) that could feature prominently – perhaps even more prominently than any of the existing content, to make it a really clear beginner user journey.
