[CAPE] Crowdsource document summaries #443

The most common free-text comment about something we’re not doing is people were expecting summaries of the plans themselves:

  • Would be helpful if the top level of the site summarised the main actions that a LA is taking rather than having to read into the reports in detail (would be good if LAs were required to report the top 10 actions they are taking - and the expected impacts - against a standard list).
  • I was expecting a summary of what my council is doing (rather than having to read the report) and a comparison of the activities of other local councils so I know what is possible
  • I struggled to find information on the website at first, I remember the homepage being confusing. Also I skimmed the action plan but didn't read the whole thing because it's a really long PDF. It would be helpful to link to a top line summary (if it exists)
  • I thought there would be an expert summary and assessment of my council's plan - I was not expecting to have to read the plans myself in detail. I was hoping to be told whether my council's plan was good or bad, and what exact points I should be holding them to account on for the most effect.
  • What I really want is a user-friendly list of the key carbon reduction evidence and policies needed for my district's Local Plan because it's being reviewed at the moment.

Doing this would be a fairly substantial amount of work (managing crowdsourcing), but is an example of the kind of significant value-added feature that we could do if investing significant time in this service. This might take the form of:

  • Extracting summary paragraphs from document itself
  • Extracting more item level promises/commitments from the documents.
