dmrconfig output is missing channels

IN an expanded codeplug, Olympic P, Washington 1, and others were missing from DPHS Static zone and the channel list itself

When scanlists_json is specified, certain expanded talkgroup channels seem to go missing

i thought that fixed it, it definitely made it better, but there are still missing contacts in the codeplug
