When triggering Alt+F4 to close dialog window, it activates File/Top menu navigating (Windows)

Steps to reproduce

1. Open Parts window
2. Press and hold Alt
3. Press and release F4 (don't hold too much because it will close all windows)
4. Release Alt - it shouldn't trigger File menu
