Upgrade MySQL module to 9.6.0

• Added compatibility comment in CDatabaseConnectionMySql.cpp

Code compatibility:
No source changes required. Existing MYSQL_OPT_GET_SERVER_PUBLIC_KEY usage (line 122) supports caching_sha2_password.

Server Admin Impact

Database users must use caching_sha2_password:

ALTER USER 'mtauser'@'%' IDENTIFIED WITH caching_sha2_password BY 'password';

Outstanding Work

MySQL 9.6.0 binaries not included (still 8.4.6). Requires Windows compilation per vendor/mysql/README.md for:

• vendor/mysql/lib/{x86,x64,arm64}/libmysql.lib

Linux builds use system libmysqlclient-dev (currently MySQL 8.x in Ubuntu repos, forward-compatible).

Looks like it dealt with everything except compilation of new binaries
