[DashboardLayout] Allow parent navigation items to start as expanded

Summary

A user reported in #3974 (comment) that they want a folder in the layout sidebar that starts as expanded, even though no items inside it are selected.

The current behavior is that a parent item only starts expanded if an item inside it is selected/active, so we would need to provide a manual override for this.
