What to build

Move wordlist destination expansion and skip/download behavior into the hacktools inventory module. Wordlists should remain an explicit part of the hacktools inventory plan, and apply behavior should download to configured list paths through the fakeable download/filesystem adapters.

This slice should preserve the current wordlist set and configured path model.

Acceptance criteria

• Wordlist records in the hacktools inventory include expanded destinations and source URLs.
• Wordlist apply behavior skips files that already exist.
• Wordlist apply behavior downloads missing files through the download adapter.
• Tests prove configured path variables such as LISTS_PATH, NAMELIST_TXT, TOP_1M_110K_LIST, and ALL_TXT_LIST drive destination paths.
• No tests perform real network downloads.
