Untested RegEx. YMMV.
Based on varnishlog output, the "remove a ';' prefix" line was running on every request, *creating* a cookie for no good reason on cookie-less requests. We now only run cookie manipulation is a cookie was originally present.
Only run cookie-related code is there's a cookie present
