[Enhancement] support for Vivado Tcl scripts code hinting

I wondered if there's any plan (or any work) on developing linting and auto-completion for the Vivado Tcl scripts mentioned in #434

Update: As suggested here, we may try integrating the Xilinx Tcl Store linter and snippets as the first step.
