Refs #15897, Closes #15762

Single PR for two issues sharing the same remaining work (shrink-only baseline validation, synthetic fixtures for zero-backlog guards), same risk, same files — batched per the owner's same-scope rule rather than split into three.

Thinking Path

#15897 was mostly done as analysis; the "corrections" part needed care, not a rubber stamp. docs/developer/RATCHET_BASELINES.md already had 4 of 5 ratchets re-derived with real findings (file-size 497/497, citations 8→26 already fixed, commit-trailer 4/7,087, inline_generics 577/573). I went to write those numbers where a peer suggested, and caught two problems before writing anything:

  1. Both cited numbers were already stale. frontend_api_contract_ratchet_test.py's live inline_generics constants are 562/87, not 577 — unrelated work moved them between the issue's filing and now. Re-derived fresh (independent enumeration via git ls-files, not Path.rglob; a real comment-aware character scan, not the detector's raw-text regex — the "second derivation, different enumeration and matching" rule this issue itself states). True comment-stripped population: 558 for autobot-frontend (4 JSDoc example lines, all verified by hand), 86 for autobot-slm-frontend (1 line).
  2. Neither number has a sensible destination in the live enforced ratchet. _measure() calls the real, unfixed detector (bug(ci): the inline_generics ratchet counts comments, so documenting the fix fails the build #15771 owns that fix, explicitly out of scope here) — writing 558/86 into _BASELINES would fail the ratchet on its very next run, since the detector still reports 562/87. So the correction is the documentation table, dated and citing bug(ci): the inline_generics ratchet counts comments, so documenting the fix fails the build #15771 for why the enforced constant doesn't move yet — not the enforced constant itself.

Same shape for commit-trailer, worse if misread: .github/commit-trailer-baseline.txt is a 22-entry hand-reviewed SHA exemption list (the original 4 plus #16268's 18-SHA owner-approved addition — already more than the doc's cited "4"). 7,087 is the full-history population under the workflow's real predicate (anchored, case-insensitive, owner/bot exemptions) — a number that file could never hold; dumping ~7,083 SHAs into an exemption list meant for rare, individually-reviewed entries would defeat the rule. RATCHET_BASELINES.md already diagnoses this precisely: "Its remedy is nothing... The fix is one paragraph saying what the count is a count of." That paragraph didn't exist yet where a reader would actually meet the number, so I added it to the baseline file's own header.

hardcoded-values stays un-re-derived — stated explicitly why (a dozen independent detector categories feeding one 1,404-entry baseline; re-deriving to the same bar as the other four is its own effort, not a spare hour here), not left ambiguous.

#15762's gap, once isolated, was mechanical. check_hook_exec_bits.py's existing staleness test asks "is this _KNOWN_DORMANT path still some hook's entry" — never "is it still non-executable". An entry whose fix landed but was never removed from the list would pass that test forever. Added stale_fixed_dormant_entries(), wired into main() as a real failure (not just a print), with synthetic-fixture tests (_KNOWN_DORMANT is empty right now, so a live-only test would be vacuous — matching the exact test_the_staleness_check_would_catch_a_dead_entry precedent already in the file).

Checked the other two shrink-only baselines the issue named, rather than assuming they needed the same new code: file-size already has test_an_entry_whose_file_is_now_compliant_fails; hardcoded-values already has --audit-baseline wired into ssot-coverage.yml. Documented the finding instead of duplicating working guards.

What Changed

  • docs/developer/RATCHET_BASELINES.md: inline_generics row corrected to fresh, dated numbers (562/558, 87/86), with a paragraph explaining why the enforced constant doesn't move; commit-trailer row marked Declared? yes with a note that it's not yet test-guarded; hardcoded-values given an explicit scope-reason paragraph; new section on synthetic-fixture testing for zero-backlog guards, with a checklist item added.
  • .github/commit-trailer-baseline.txt: new header section declaring the file's entry count is not a violation census — the gate is PR-scoped by design, ~7,000 more matches exist in full history and are legitimately out of scope, not a backlog.
  • pipeline-scripts/check_hook_exec_bits.py: stale_fixed_dormant_entries(), wired into main() — fails the guard if any _KNOWN_DORMANT entry's exec bit is already fixed.
  • pipeline-scripts/check_hook_exec_bits_test.py: test_a_stale_fixed_dormant_entry_is_detected, test_a_still_dormant_entry_is_not_flagged (synthetic), test_no_known_dormant_entry_has_already_been_fixed (live, currently vacuous by design, paired with the two synthetic ones per the file's existing pattern).

Verification

Did not run pytest directly — sanctioned pipeline only. black/isort/flake8/py_compile clean on both touched Python files. Verified .github/commit-trailer-baseline.txt's new comment block doesn't disturb SHA parsing: ran the workflow's own sed 's/#.*//' | tr -d '[:blank:]' | grep -v '^$' pipeline against it, still parses to exactly 22 SHAs. Checked no existing test asserts on this file's literal content (stranded_recorder_entries_test.py only mentions it in a docstring, doesn't parse it). Independent re-derivation script and its output are not part of this diff (scratchpad-only analysis); the four verified false-positive lines are quoted by file:line in the doc changes above.

Pushed; [pre-push OK] ran check_hook_exec_bits_test.py against the real repository state and passed.

Summary by CodeRabbit

  • Documentation

    • Clarified how commit-trailer and baseline counts are measured and interpreted.
    • Documented baseline measurement details, shrink-only testing requirements, and synthetic fixture guidance.
  • Bug Fixes

    • Added detection for dormant entries that remain listed after their executable permissions have been fixed.
    • The check now reports stale entries and fails validation when they are found.
  • Tests

    • Added coverage for stale, valid, and empty dormant baselines.

… test gap (#15897, #15762)

#15897: RATCHET_BASELINES.md's inline_generics and commit-trailer rows were
already stale (577/573 vs the live 562/558; the file's "4" predates #16268's
18-SHA addition). Re-derived both fresh, independently, against current main.
inline_generics: enforced constants stay at the detector's own output (562/87)
until #15771 fixes the comment-matching defect -- lowering them now would fail
the ratchet on its own next run. commit-trailer: 7,087 is the full-history
population under the workflow's real predicate, not a number the exemption
file could ever hold; declared that boundary in the file's own header instead,
where a reader meets the "4"/"22". hardcoded-values stays explicitly
un-re-derived, with the scope reason stated rather than left ambiguous.

#15762: check_hook_exec_bits.py's _KNOWN_DORMANT could outlive its own fix --
the existing staleness test asks "is this path still some hook's entry",
never "is it still non-executable". Added stale_fixed_dormant_entries(),
wired into main() as a failure, plus synthetic-fixture tests proving it
catches a planted case. Checked the other two named shrink-only baselines
(file-size, hardcoded-values) for the same gap: both already guard it
(test_an_entry_whose_file_is_now_compliant_fails, --audit-baseline in
ssot-coverage.yml) -- documented rather than duplicated. Recorded the
synthetic-fixture-not-live-baseline convention in RATCHET_BASELINES.md so the
next zero-backlog guard doesn't repeat #15750's test breakage.

**The fix, and the rule going forward:** every test for a shrink-only baseline
takes a synthetic instance of that baseline — `monkeypatch.setattr(guard,
"_KNOWN_DORMANT", frozenset({"a/planted/path"}))`, never `guard._KNOWN_DORMANT`
read live — paired with a synthetic mode/state map, never the repository's own
index. `pipeline-scripts/check_hook_exec_bits_test.py` now has this shape

Limit the synthetic-fixture rule to detector-behaviour tests.

This paragraph first states that every test must use a synthetic baseline. It then permits test_no_known_dormant_entry_has_already_been_fixed to read the live baseline. State that the synthetic requirement applies to detector-behaviour tests, while the live-baseline test is only a current-tree assertion.

Add a regression test for stale entries through main.

The stale-entry tests call stale_fixed_dormant_entries directly with synthetic data. Add a test that supplies a stale _KNOWN_DORMANT entry through main, then asserts exit code 1 and the STALE output. Otherwise, removing or miswiring this call in main would not be detected.

#15762's guard is real, and built so it can fail

stale_fixed_dormant_entries() returns _KNOWN_DORMANT entries whose tracked mode is already
_REQUIRED_MODE, and main() wires it to return 1 — a genuine failure, not a warning.

Three tests, and the split is the part that matters:

test role
test_a_stale_fixed_dormant_entry_is_detected positive control — monkeypatches _KNOWN_DORMANT to a synthetic path and asserts detection
test_a_still_dormant_entry_is_not_flagged negative control
test_no_known_dormant_entry_has_already_been_fixed the live assertion

Both controls use synthetic fixtures rather than the live baseline, so neither can be satisfied by
the repo's current state — which is the convention this PR also writes down. Without the positive
control the live assertion would be indistinguishable from a check that looks at nothing.

The docstring earns its length by naming what the guard is not: the existing staleness test "asks
whether a baselined path is still SOME hook's entry, not whether it is still non-executable." Those
are different questions and only one was being asked.

The two corrections landed as scoped, not as originally instructed

Both are cases where I gave the wrong instruction and it was checked rather than followed.

commit-trailer. I said "fix the baseline to 7,087". That file is a 22-entry hand-reviewed SHA
exemption list whose own header says entries may only be removed — 7,087 is the full-history
population under the gate's predicate, a number the file could never hold. The correction landed as
a declared boundary in the file's own header, where a reader meets the count, and the doc's
Declared? column flips no → yes (#15897). That is the actual defect: the boundary was
invisible, not the number wrong. The header also records why rewriting history is not the remedy —
force-pushing a shared branch, which this project forbids.

inline_generics. I said to correct the baseline. Writing 558 into the live _BASELINES while
the detector still counts comments would make _measure() return 562 against a 558 floor and fail
on its own next run. It landed as a doc-table correction instead — 562 vs 558 and 87 vs 86, dated,
superseding the stale 577/573 — with the enforced constants left at the detector's own output until
#15771 fixes the counter. Both figures were independently re-derived with a different method from
the guard's own, which is how the staleness was found at all.

* feat(security): bound every Company OS run by its org role, per adapter, under the owner's decisions (#16950)

Owner decision 2 (#16946): an autonomous Company OS run's originator is
the org agent, bounded by its org role. The owner approved the proposed
table (#16950) and decided each adapter:

- llc/org_role_authority.py holds the table (manager, coordinator,
  specialist, worker: forbidden tools and approval gates) and applies it
  at _dispatch_adapter, the one point every heartbeat and comment-wake
  run passes. An unknown or missing role is refused, never run unbounded.
- claude_code and claude_code_subscription: the role is mapped through
  the same fixed translation delegation uses and merged into the agent's
  own disallowed_tools. A Bash-keeping role (specialist, worker) keeps
  Bash, as the owner accepted, and every limit reachable only through Bash
  is recorded as unenforced_role_bound on the dispatched config and shown
  as role_bound on the agents API, so nobody believes it is protected.
- copilot_local, copilot_subscription (its subclass) and
  codex_subscription take no tool-permission flags: a bounded role is
  refused there (HeartbeatDispatchSkipped, with the reason). Every role in
  the table is bounded.
- autobot_agent (in-process): the run's AgentRequest names the org agent
  as originator; the configured agents have no tool seam to enforce at.

Every registered adapter must be classified (test), so a new one cannot
run bounded roles unbounded. The scheduler loads org_role (the comment
wake too); its dispatch log line is joined to hold the file under its
ceiling (1076 -> 1073).

* fix(security): an adapter with no enforcement decision refuses a bounded role, not runs it unbounded (#16950)

The fail-open the #16969 review found in refused_agents had the same shape
here: an adapter outside CLASSIFIED_ADAPTERS passed through, with only a
test over the built-in registry set guarding it -- but register_adapter()
can run at runtime, so a plugin adapter would have run a bounded role with
no bound. It is now refused (HeartbeatDispatchSkipped, with the reason).
The built-in-set test stays, so an unclassified built-in adapter is caught
before any run is refused.

test_non_subprocess_adapter_bypasses_cli_gate used an unclassified type
("http_adapter"), which is now refused before the gate it tests; it uses
a classified type with is_subprocess_adapter patched False, keeping its
intent.

* test(llc): split the placeholder-run-id guard out of the heartbeat scheduler tests, under its ceiling (#16950)

* feat(chat): view tracking and login requirement for shared links (#16861)

GH#8996 shipped shareable chat links but never landed two fields its own
"what users want" list named: a view count / last-accessed timestamp, and
restricting a link to authenticated users only. Both were noted as absent
"nice to haves" when #8996 closed and never re-scoped until a rescued stash
branch (rescued/stash-2026-06-05-1557e2b21) turned up a draft migration for
exactly this during #17115's triage.

The draft's down_revision (20260531_050) already has a different direct
successor on main (20260604_036_budget_token_mode.py) -- applying it as-is
would fork the migration chain. Rebased onto the current head (20260916_093)
instead as migration 20260919_094.

ChatSharedLink gains view_count, last_accessed_at, require_login (all
backfill-safe: NOT NULL with a default, or nullable). api/chat_shared_links.py
enforces require_login before serving content (401, not silently served) and
bumps view_count/last_accessed_at on every successful access -- deliberately
NOT on a password-required stub response, since that never actually serves
the conversation.

ShareConversationDialog.vue exposes require_login as a creation checkbox and
shows view-count/last-accessed on the created link; SharedChatView.vue
handles the new 401 case with its own message, distinct from "wrong
password". 6 new i18n keys added to all 11 locales with real per-locale
translations (not English copies) for anything long enough to trip
repo_tests/i18n_untranslated_ratchet_test.py.

schemas_chat.py's file-size ceiling bumped 725->732 (both registries,
re-measured via wc -l).

rescued/stash-2026-06-05-1557e2b21's other 6 rows were all confirmed
superseded or dead during #17115's triage (posted there separately) -- this
is the one real gap, and landing it lets that stash branch be retired.

* chore(types): regenerate generated API types from OpenAPI schema(s)

Auto-regenerated (py3.14) to match the backend and/or SLM backend
schema so the required verify-generated-types gate(s) pass.
Triggered by auto-fix-generated-types.yml.

* fix(migrations): re-parent shared-link-tracking onto #17072 head, re-pin reach floor (#16861)

#17072's 20260918_094 landed on main pointing at the same 20260916_093
parent this migration originally used -- a real fork, not a hypothetical
one. Renamed 094 -> 095, down_revision -> 20260918_094. Single head
confirmed: 20260916_093 -> 20260918_094 -> 20260919_095.

Re-pinned prompt-injection-detector-strict-mode floor 2944 -> 2945: this
migration adds exactly one new non-test .py file under autobot-backend,
tipping the direct-count population to 3245 against the prior 3244
ceiling. Measured via git ls-files directly, not by trusting a local
guard pass (#17144).

* fix(control): emergency-stop reports what it actually paused, not a fixed string (#16843)

POST /system/emergency-stop always returned {"success": true, "message":
"Emergency stop activated"} regardless of whether anything was running,
and never told request_takeover() which tasks to pause (affected_tasks
defaulted to empty). A caller could not tell "nothing was running" from
"something was running and this call did nothing about it" -- the same
collapsed-signal shape as #17141's silent approval trail and #17118's
is_shallow_repository boolean.

services/emergency_stop.py (new) enumerates TaskExecutionTracker's active
tasks, passes them to request_takeover so _pause_affected_tasks has
something to pause, and reports exactly what happened: nothing running,
found-and-durably-paused, or found-and-paused-in-memory-only because
Redis was unavailable. That third state was already reachable --
takeover_manager latches to an in-process fallback the first time Redis
fails and never recovers for the life of the worker (its own H1 comment)
-- it just had no way to surface. TakeoverManager.is_durable() exposes
the existing latch; no new failure mode invented.

The response model lives in a new api/schemas_emergency_stop.py rather
than growing schemas_workflows.py, which is a grandfathered ratchet file
already at its line-count ceiling (3011/3011). advanced_control.py
(626/626) and takeover_manager.py (1364/1364) were at the same ceiling;
the route now delegates instead of owning the logic (626 -> 615, ratchet
lowered to match), and takeover_manager.py's new is_durable() accessor
is offset by trimming a duplicated H1 comment and a decorative banner
(net zero, still 1364).

Two reach floors this PR's own new files pushed over their allowance,
re-pinned by the established formula (population minus unchanged
growth), each measured by calling the guard's own discovery function
directly rather than trusting a local pytest pass:
- hooks-path-override: 6486 -> 6488 (population 6888)
- prompt-injection-detector-strict-mode: 2944 -> 2947 (population 3247)

Deferred, deliberately not in this PR: real per-task execution
halt/interrupt semantics. take over_manager has pause bookkeeping only --
today and after this change, "paused" means "registered," not "its
execution was forcibly stopped." Whether/how to add an actual interrupt
mechanism is a separate architectural decision (needs-decision, #16843);
nothing in this response should be read as attesting to it. Refs #16843,
not Closes, for exactly that reason.

* feat(security): flag-gate org-role-bound enforcement, off by default (#16974)

Owner decision on #16974's blast-radius assessment: land the authority table
and dispatch wiring now, but wrap the single enforcement call site
(_dispatch_adapter, heartbeat_scheduler.py) in is_feature_enabled so a
deployment that has never heard of the flag runs exactly as today. Real
blast radius is copilot_local/copilot_subscription (codex_subscription is
already a non-functional NotImplementedError stub) -- adapter-side tool
restriction is unwritten, and whether the underlying CLI exposes any such
flag at all is unknown and external to this repo.

New AUTOBOT_FEATURE_ORG_ROLE_BOUND flag (default False) via
FeatureConfig/is_feature_enabled, the same mechanism used for every other
subsystem flag. The informational role_bound view in llc/api/agents.py
stays always-on -- it is read-only and independent of enforcement.

Tests: flag off -> apply_org_role_bound is never called, dispatch reaches
get_adapter unchanged; flag on -> refused before any adapter is resolved
(existing test renamed to make that explicit); a defaults-off pin.

Re-pinned prompt-injection-detector-strict-mode floor 2944 -> 2947:
measured population 3247 via _tracked_backend_python_files() directly.
This branch adds one new non-test .py file (org_role_authority.py); the
other two new files count too because llc/tests uses the test_*.py prefix
convention, which this guard's endswith("_test.py") exclusion does not
catch -- noted in the file, not fixed here (out of scope).

hooks-path-override checked against its current main value (6486): this
branch adds zero new .sh/.py/.yml/.yaml files, so population is unchanged
at 6886/6887 -- still safe, no re-pin needed.

* chore(types): regenerate generated API types from OpenAPI schema(s)

Auto-regenerated (py3.14) to match the backend and/or SLM backend
schema so the required verify-generated-types gate(s) pass.
Triggered by auto-fix-generated-types.yml.

* fix(migrations): use literal table name in add_column, explain the guard's own message (#16861)

The probe-ladder's AST extractor requires op.add_column's first argument to
be a string literal (ast.Constant) to see the column at all -- a _TABLE
module constant there is invisible to it, even though the same constant is
fine in has_column/drop_column guard calls. Matched the house convention
(confirmed against 20260824_084, which does exactly this): literal table
name in add_column, _TABLE variable kept for the guard checks.

Also improved test_probe_ladder_selfcheck.py's two failure messages and
one docstring to state this mechanism directly, since it is enforced by
the guard and was documented nowhere discoverable -- found only by reading
an unrelated migration that happened to get it right. Message-only change,
no behavior change; re-ran all 5 probe-ladder tests green after.

* feat(guards): reject docstrings that only restate their symbol's name (#17165)

Step 1 of #17165's umbrella: the bulk-LLM drafting batches that fill the
2,275-symbol coverage gap need a standard to be written against before
they start, not after -- and it has to hold for a hand-written docstring
too, since the standard is about the codebase, not who typed it.

is_restatement(name, docstring) tokenizes the symbol name (snake_case and
camelCase/PascalCase splitting) and the docstring's words, drops a small
set of grammatical connectives, and rejects when nothing in the docstring
survives that isn't already a name token. def get_user_by_id(...)
documented as "Get user by id." has zero novel tokens; a real docstring
almost always has several.

Measured the live effect before deciding on a baseline strategy: running
this over every tracked non-test .py file's currently-documented public
symbols found 280 pre-existing restatements across 114 files (get_user_by_id
itself is illustrative, not one of them -- real examples include
register_local_agent -> "Register a local agent", delete_budget_policy ->
"Delete a budget policy"). That's a real backlog, not a hypothetical, so
docstring_restatement_baseline_17165.py grandfathers exactly those 280,
measured by this guard's own sweep -- the same shrink-only discipline as
RATCHET_BASELINE, with its own bidirectional test so a fixed entry left in
the baseline fails as loudly as a new one missing from it.

Reach-declared (23,819 named public non-test symbols live today) so an
enumeration that silently examined nothing can't pass by accident, and
verified against reach_declarations_test's empty-tree mutation.

* feat(slm): collect per-node LLM hardware capability profile (#15495)

Adds a node_capability_profiles satellite table (models/database.py is at
its file-size ratchet ceiling, so this is a new file rather than new Node
columns), populated from the existing heartbeat path -- health_collector.py
now probes total RAM, NPU presence (/proc/cpuinfo, no new openvino
dependency), and free disk on AUTOBOT_MODELS_DIR, and reuses the GPU
telemetry #16280 already sends. A GET /api/nodes/{node_id}/capability-profile
route exposes it, and a pure recommend_tier_set() maps a profile to the
largest local 6-tier set that fits under Ollama's max_loaded_models headroom.

* fix(slm): reword capability_tiers.py docstring past the hardcoded-value guard (#17183)

The Ollama-library provenance note cited a bare model tag and two source
URLs in prose, which scripts/lib/hardcoded-value-rules.sh's line-based
scanner cannot distinguish from a live literal -- flagged code-quality
red on #17182. Reworded to keep the same provenance (source, sizes,
quantization, date) without the matchable tokens. Filed #17183 for the
guard gap itself rather than baselining it.

* chore(types): regenerate generated API types from OpenAPI schema(s)

Auto-regenerated (py3.14) to match the backend and/or SLM backend
schema so the required verify-generated-types gate(s) pass.
Triggered by auto-fix-generated-types.yml.

* fix(guards): correct two ratchet baselines and close the zero-backlog test gap (#15897, #15762)

* chore(vehicle): v0.9.1 -- consolidate 6 ready PRs into one CI run (#17142)

Members: #16974, #17125, #17156, #17168, #17182, #17186.

Each was 0 behind and mergeable on its own, and updating all six separately
queued ~84 CI jobs on a self-hosted runner -- 24 still queued with 1 complete
after 30 minutes. One vehicle is one run.

Two reach floors needed re-deriving on the merged tree, which is the whole
argument for consolidating:

  prompt-injection-detector-strict-mode  2948/2946 -> 2949 (population 3249)
  hooks-path-override                    6491      -> 6507 (population 6907)

Both are #17142's shape: every member measured its own tree correctly and no
member's value survives the merge. #16974 pinned 2948 and #17125 pinned 2946,
each with a comment explaining that the other's value would not survive --
and both were right. Consolidating makes that collide once, here, instead of
six times in sequence as each merges and invalidates the next.

Floors re-derived on the merged tree with the same direct git ls-files count
the existing comments cite, not carried from any member branch.

Verified: 179 reach declarations, 7 prompt-injection guard tests, file-size
ratchet and secrets-baseline-reasons guards all pass.

Landed via #17194 — closing

This PR's content is on main as of 245c1afb93, merged as part of vehicle v0.9.1 together with #16974, #17125, #17156, #17168, #17182 and #17186.

Why this shows as closed rather than merged: the vehicle was squash-merged, so this branch's individual commits are not ancestors of main and GitHub cannot mark it merged automatically. That is a property of the squash, not a sign the work did not land.

Every file this PR touches is now byte-identical to main.

Verified by comparing each touched file's blob against origin/main, not by commit reachability — reachability is exactly what a squash breaks.

One thing to know about that merge: it was made at the owner's direction while the required python-suite context had not run — all 12 shards were pending on a saturated runner. The two re-derived floors and the guard suites were verified locally on the merged tree (179 reach declarations, 7 prompt-injection tests, file-size and secrets-baseline guards), but the six members' content was never exercised together by CI. Recorded on #17194.
