fix(ci): size the trailer gate's fetch to the PR so a release is scanned whole (#16931) - #16932
Conversation
…ned whole (#16931) The release promotion #16801 failed `No commit trailers` with "scanned 554 commits but GitHub reports 808". No commit carried a banned trailer; the gate checks out at a fixed fetch-depth of 100 and correctly refused to report a truncated range as clean. A main -> release PR carries every commit since the last release, so it exceeds any fixed depth chosen for ordinary PRs. Full history is now fetched only for a PR deeper than 90 commits -- the set for which depth 100 is guaranteed to fail anyway -- so the #16207 saving is never spent on a PR that would have passed. The truncation guard is unchanged. Its error message no longer names a fixed depth. Checked against all 808 commits in release..main: 100 carry [bot] co-authors, which the gate allows, and the other 17 are already baselined. The depth was the only thing between the release and a green gate.

📝 WalkthroughWalkthroughThe trailer-gate workflow now uses full history for merge groups and pull requests with more than 90 commits. Other pull requests retain checkout depth 100. The error wording and unreleased changelog entry were updated. ChangesTrailer gate checkout depth

Make the missing-endpoint error event-neutral.
merge_group runs this endpoint check without a pull_request object. If an endpoint is missing, the current text incorrectly refers to a deeper PR. The following lines also tell the author to raise fetch-depth, although merge groups use fetch-depth: '0'. Refer to the checkout or commit range instead and remove the fixed-depth recovery text.
- echo "::error::${_endpoint} is not present in the checkout -- this PR is"
- echo "::error::deeper than the checkout. Raise fetch-depth in this workflow;"
- echo "::error::do NOT widen it back to 0 without re-measuring (`#16207`)."

+ echo "::error::cannot be scanned."📝 Committable suggestion

Refs #16931
Single-issue rationale: this unblocks the release promotion #16801 and nothing else rides with it — a CI-gate change that every other open PR also runs through, so it needs its own review rather than being folded into an unrelated diff.
Thinking Path
#16801 (
main→release) failedNo commit trailers. The log did not name a bad commit; it saidscanned 554 commits but GitHub reports 808 ... the checkout is too shallow. The workflow checks out at a fixedfetch-depth: 100, set by #16207 on a measured basis — full history costs 13s of git for 1s of work, and the deepest recent PR was 30 commits. Its comment already anticipated this: "the depth is a guess about the future, so the scan refuses to run rather than trust it." A release promotion carries every commit since the last release, so it will exceed any fixed depth chosen for ordinary PRs, every time.Before changing the depth I checked whether a full scan would actually pass, since fixing the depth only to reveal a real violation would just move the red. All 808 commits in
release..main, gate rule applied to each final block: 100 carry[bot]co-authors (allowed by #13654), and the remaining 17 — the placeholdertauthor leaked from test fixtures (#16124) — are all already in.github/commit-trailer-baseline.txt. The depth is the only blocker.What Changed
.github/workflows/no-commit-trailers.yml:fetch-depthis now0when the PR has more than 90 commits (or for a merge group, as before), and100otherwise. GitHub Actions expressions support comparison but not arithmetic, which is why this is a threshold rather thancommits + N.repo_tests/_github_expressions.py: a minimal GitHub-expressions evaluator (string/number literals,==,>,>=,&&,||, parentheses, dotted context lookups with null-safe comparison, JS-style&&/||operand return) — added in response to review, see below.repo_tests/no_commit_trailers_fetch_depth_test.py: reads the livefetch-depthexpression out of the workflow's YAML and evaluates it against the six required event/commit-count combinations, plus two mutation negative controls.Verification
test_fetch_depth_matches_expected_valueevaluates the live expression atmerge_group,pull_requestwith commits 89/90/91/682, andpush(nopull_requestobject), asserting'0'/'100'per case.test_mutated_operator_breaks_the_90_commit_boundaryandtest_mutated_field_name_breaks_the_91_commit_boundarymutate the live expression text (>→>=; the field name) and show the boundary assertion would fail against either mutant. Ran locally:pytest repo_tests/no_commit_trailers_fetch_depth_test.py— 8 passed. That run is a design aid only (this environment is below CI's declared dependency floors); CI is the evidence.No commit trailerscheck and post the scanned commit count against GitHub's reported commit count as a comment on ci(trailers): the trailer gate cannot see a release promotion — fixed fetch-depth 100 vs 808 commits #16931, before closing it. That is why this PR references ci(trailers): the trailer gate cannot see a release promotion — fixed fetch-depth 100 vs 808 commits #16931 (Refs) rather than closing it.Model Used

Review Response
Addresses the blocking finding from mrveiss's review at head
f023722d5: "nothing tests this expression... An off-by-one (>=vs>), a wrong field name, or a string-vs-number literal would go unnoticed."repo_tests/first (grep -rn "github.event" repo_tests/) for an existing GitHub-expression evaluator to reuse — none exists, so added a small one (repo_tests/_github_expressions.py, every function ≤30 lines) scoped to exactly the syntax this workflow'sfetch-depthline uses.repo_tests/no_commit_trailers_fetch_depth_test.pyreads the live expression viayaml.safe_load(not a duplicated string), so it tracks the workflow rather than pinning a snapshot of it.github.wrapper the expression's identifiers actually use (github.event_name, notevent_name), so every lookup silently returned null and every case evaluated to'100'. Caught locally before push — the same silent-null-comparison behavior the evaluator is built to model in the workflow nearly hid a bug in the test the same way.Closes #16931→Refs #16931to reflect that; see Verification above for the exact post-merge step.:77-83) asking for event-neutral wording that drops the "raise fetch-depth" recovery guidance now that depth is chosen per event, rather than always 100. This was out of the scope given for this review-response pass (a test for thefetch-depthexpression); flagging it here rather than silently dropping it, for the coordinator to fix in this branch or file separately.Summary by CodeRabbit
