What Changed

scripts/pr-preflight.sh claimed in its own header to "run every gate that CI runs" and ran none of the ten contexts the Main ruleset actually requires on Dev_new_gui. This adds a required-status-check section that names all ten, and a test that fails if any of them stops being named.

Required context Handling
verify-precommit-config runs — pipeline-scripts/check_gating_precommit_hooks.py, check_precommit_hooks_executed.py
code-quality runs — check_env_var_registry.py, check_nosec_format.py, check-doc-references.py, plus the existing lint section
workflow path filters runs — pipeline-scripts/check_workflow_path_filters.py
api-wiring --full — imports the backend
startup-import-smoke --full — imports the backend
verify-generated-types reported unavailable, with remediation
Unit & Integration Tests reported unavailable, with remediation
migration-matrix reported unavailable unless AUTOBOT_MIGRATION_TEST_ADMIN_URL is set
smoke-test reported unavailable — builds images, CI only
No open blocks-merge issues… reported unavailable — reads GitHub state
No commit trailers cross-referenced to the commit-message section that already predicts it

Each gate invokes the same script its workflow invokes. That constraint is the point: a local re-implementation drifts from CI silently, which is what #13521 and #13573 both were.

Thinking Path

#15932 measured the cost this removes: ~6 commits per PR, 49 failed check-runs across 9 merged PRs — every PR goes red at least once on the way — and an 8.9-minute suite paid for each push. Inter-commit gaps cluster in a 3–15 minute band bracketing that suite: push, wait for a verdict, push again.

The design question was what a check here is allowed to be. A gate that runs a weaker version of its CI counterpart is worse than no gate, because it reads as coverage. So every check either invokes the workflow's own script or is reported unavailable with its exact remediation — nothing is approximated. That is also why the four unavailable contexts are named rather than omitted: silence is the failure mode, not a wrong verdict.

Two things were wrong in the issue and are corrected rather than worked around. It claimed nine of ten contexts were locally reproducible; migration-matrix needs a live PostgreSQL, so the honest count is eight plus one conditional. And the saving depends on the suite being run locally instead of pushed — merged code cannot enforce that, so #15933 should close on the iteration-phase measurement moving, not on this script existing.

Verification

  • bash -n clean on both files.
  • New coverage test reads the required-context list from branch protection, so an eleventh required check fails the test rather than quietly widening the gap; it falls back to the ten known at time of writing when no token is available.
  • New path test asserts every script path the preflight names resolves. This one earned its place during the work: five of six paths taken from workflow YAML were wrong, because an unanchored scripts/… regex matched inside pipeline-scripts/… and both directories exist, so nothing surfaced until the checks ran.
  • Committed with pre-commit hooks live. An earlier attempt used -c core.hooksPath=.git/hooks, which in a worktree points at a path that does not exist — .git is a file there — so the hooks silently did not run. That is --no-verify by another name; the commit was reset and remade.
  • Not executed against this repo's runtime; the gates it invokes are verified by CI on this PR.

Single-issue rationale

Single-issue rationale: this PR deliberately does not close #15933 — the remaining half needs an npm ci in a frontend workspace, and no sibling shares its scope. #15933 is the only child of #15932 whose premise survived scrutiny and that touches scripts/pr-preflight.sh. Of its siblings: #15935 was closed as already-implemented with no code; #15937 turned out to need no code at all and is on hold as an owner decision; #15934 and #15938 are blocked on this issue; #15936 rewrites the PR-metadata policy workflows, which is a different blast radius and would not survive one honest review pass bundled with this.

Summary by CodeRabbit

  • Chores

    • Pre-flight validation now supports an optional full-check mode covering broader backend, API-wiring, startup, and migration verification.
    • Required status checks more closely mirror CI validation and provide clearer results, including skipped checks and reasons.
    • Code-quality checks automatically identify applicable paths for more accurate validation.
  • Tests

    • Expanded coverage verifies required checks, referenced paths, and generated filtering rules across representative scenarios.

The preflight header claimed to "run every gate that CI runs" and ran none of
the ten contexts the Main ruleset actually requires. #15932 measured why that
costs: ~6 commits per PR, 49 failed check-runs across 9 merged PRs, and an
8.9-minute suite paid for each one.

Adds a required-status-check section that names all ten. Six script-based gates
run by default in seconds; api-wiring and startup-import-smoke run under --full
because they import the backend; the remaining four are reported unavailable
with their exact remediation rather than approximated. Each gate invokes the
same script its workflow invokes, so a local green cannot drift from CI the way
#13521 and #13573 did.

Two of the four are honest gaps, not design: verify-generated-types and
Unit & Integration Tests each need an npm ci before their gate means anything,
and a preflight that installs packages is one people stop running. Wiring them
is the remaining half of #15933, which is why this does not close it.

migration-matrix needs a live PostgreSQL, so the issue's claim that nine of ten
were locally reproducible was one too many; the honest count is eight plus one
conditional on AUTOBOT_MIGRATION_TEST_ADMIN_URL.

The test reads the required list from branch protection, so an eleventh context
fails the test rather than quietly widening the gap, and asserts every script
path resolves -- five of six paths taken from workflow YAML were wrong, because
an unanchored scripts/ regex matched inside pipeline-scripts/ and both exist.

The preflight adds broad local coverage and clearer skipped-check reporting, but it can still omit API-wiring validation for CI-relevant changes and incorrectly treat matching changes as no-ops. These gaps should be resolved before merge so local results remain aligned with required CI checks.

Reviewed at head=2aa5f09586. The design is right — cost tiers, naming the same
script the workflow invokes, and reporting unavailable rather than approximating
are all the correct calls, and refusing to close #15933 on a script existing is
the right restraint. Two findings, both in the path filters, and both are the
defect this PR's own docstring warns against.

1. HIGH — verify-precommit-config is path-filtered here but unconditional in
CI, so the preflight skips a check that always runs, and says something false
while doing it.

require_check "verify-precommit-config (gating hooks)" \
  '\.pre-commit-config\.yaml|\.github/workflows/enforce-precommit\.yml' \

enforce-precommit.yml:22-27 carries no paths: filter, deliberately, and
says why:

No paths: filter — this workflow is a REQUIRED status check (#12174), and a
required check that is path-filtered out never reports, wedging any PR that
touches only non-matching files.

So for a PR touching only .py files, CI runs both verify-precommit-config
gates and the preflight prints note: no matching paths changed (CI path-filters it too) — a claim that is not true of this workflow — and exits 0. The gate most
likely to be skipped locally is the one that can never be skipped remotely.

The failure direction is the bad one: silent and passing. Fix is to pass an
empty filter for both verify-precommit-config entries, which the helper already
supports.

2. MEDIUM — the code-quality filters inline a copy of a file that forbids
exactly that.

'\.py$|\.env|docs/.*env' and the others re-implement
.github/filters/code-quality-paths.yml, whose header reads:

SINGLE SOURCE OF TRUTH — do not inline a copy of backend back into a
workflow's changes job.
… A second copy would drift, and the drift
direction is silent: a shim that believes nothing changed …

That is this PR's own rule — "a check here must not re-implement its gate: a
local re-implementation drifts from CI silently"
— applied to the command but
not to the filter that decides whether the command runs. A stale filter here
skips a gate CI runs, and prints a pass.

check_workflow_path_filters.py does not cover this: it verifies the workflows'
filters name paths that exist, not that this script's regexes match those
filters. Reading the filters/*.yml files at runtime would remove the second
copy entirely; failing that, a test asserting each regex against its filter file
would at least make the drift loud.

Neither finding touches the tiering, the --full split, or the unavailable
reporting, which are the parts I'd have expected to get wrong and which are
right. The -c core.hooksPath=.git/hooks catch you self-reported is worth a
guard of its own beyond this PR — in a worktree .git is a file, so that flag
silently disables every hook, which is --no-verify wearing a different name.

Avoid the early-close failure from grep -q with pipefail.

require_check runs the CHANGED filter with pipefail enabled. If grep -qE finds an early match, it can close the pipe before printf writes all paths. printf then fails, and the script incorrectly skips the check. Replace grep -qE "$filter" with grep -E "$filter" >/dev/null.

Review — the translation is sound; the verdict is the thing that overstates

Taking the three in the order they were offered, then the finding.

1 — the glob translation: one arm is wrong, and it is latent

I reimplemented the translation, read all 25 entries rather than a truncated view, and tested both directions:

path preflight picomatch
autobot-backend/dev-requirements.txt match no match diverges
autobot-frontend/test-requirements.txt match no match diverges
requirements.txt match match
a/b/foo.py match match
notdocs/x.md no no
scripts/liberty/a.sh no no

The **/ arm builds re.escape(g[3:]) … + "$" with no leading boundary, so **/requirements*.txt becomes requirements[^/]*\.txt$ and matches mid-basename. dev-requirements.txt contains requirements.txt, so it matches; picomatch requires the basename to start with requirements, so it does not.

It is latent, not live. Every requirements*.txt tracked today has a basename starting with requirements, and the requirements-ci/*.txt files are covered by their own requirements-ci/** entry. I checked rather than assumed. The direction is also the safe one — a false positive over-runs a gate CI would skip.

Still worth the one-line fix, "(^|/)" + re.escape(...), because this script's entire value is fidelity to CI's decision, and this PR exists because three hand-written regexes had drifted from that. A latent divergence in the replacement is the same defect with a longer fuse.

The other two arms are right, and the last two rows above are the check that matters: ^docs/ does not match notdocs/, ^scripts/lib/ does not match scripts/liberty/. Prefix arms over-matching on sibling names is the obvious way to get this wrong and it is not present.

2 — the PyYAML path: honest per line, overstated in aggregate

I cannot verify the degraded branch by removing PyYAML, but the branch is not where the problem is.

skip_check() is note(), and note() deliberately does not touch FAILED. So when PyYAML is missing, three gates print -- code-quality (all three script gates) -- … these three were NOT checked, and then:

if [ "$FAILED" -eq 0 ]; then
printf 'pre-flight clean -- safe to commit and push\n'
  exit 0

The script says "clean" and "safe to commit and push" with three gates unrun. Per line the degradation is honest — it names what it skipped. In aggregate it is not, because the verdict has no field for skips: it is computed from FAILED alone, and the last line is the one a person acts on.

That is the same class as both defects this PR fixes. verify-precommit-config printed "no matching paths changed (CI path-filters it too)" about a workflow with no paths: key. migration-matrix reported configured-as-checked while unrun — and the fix comment says it exactly: "a bare note does not touch FAILED, so the preflight could exit 0 with that gate unrun." Every skip_check still has that property; the fix was applied to the one site that prompted it.

--full, missing Postgres and CI-only gates make skips the normal case, so this is not an edge path. Suggested:

SKIPPED=0
skip_check() { note "$1 -- $2"; SKIPPED=$((SKIPPED + 1)); }
...
if [ "$FAILED" -eq 0 ] && [ "$SKIPPED" -eq 0 ]; then
printf 'pre-flight clean -- safe to commit and push\n'
elif [ "$FAILED" -eq 0 ]; then
  printf 'pre-flight: no failures, %d check(s) SKIPPED and not verified -- see above\n' "$SKIPPED"
fi

"Safe to push" is a recommendation rather than a report, which is why the missing field matters more here than in a summary that only counts.

3 — the disputed number is not settled, and I will not read it as settled

At the time of writing: 25 pending, 1 pass, 1 skipping, 0 failing. That is not evidence for your 10-are-environmental reading. Zero failures among mostly-pending checks is the error I made earlier tonight on #15880 — I reported "no reds" from a rollup that had not finished, and the reds arrived later from the same run. a0 was right to decline confirming a number it had not measured, and the same restraint applies to me reading this rollup.

Worth re-checking against a completed run before anyone treats the 10 as environmental.

Deriving the path set from code-quality-paths.yml at runtime is the right fix and the evidence for it is strong — three regexes matching none of eight live path groups is drift that no amount of care would have caught, because the regexes read as plausible.

And a0's generalisation on the CWE-377 neighbour is the sharpest form of it I have seen: a finding's frame is itself a query, and fixing exactly what was reported answers it exactly as narrowly as it was asked. :433 reported, :547 doing the same thing with no cleanup at all, found by grepping the shape rather than the line. A resolved thread and a fixed file are indistinguishable from a resolved thread and a file with a sibling defect.

Both fixes verified — and the SKIPPED fix has three neighbours

Verified at 1d8487e175:

  • (^|/) anchor at :516 with the boundary comment at :511. dev-requirements.txt now False, requirements.txt and autobot-backend/requirements.txt still True.
  • SKIPPED=0 at :461, incremented in skip_check at :467, verdict at :620-623 distinguishing "no failures, but N gate(s) were NOT run" from "clean".

Then I grepped for the shape rather than the fixed lines — note "…skip…" — which is the method that found :547 in the CWE-377 pass.

Three skips still bypass the counter, all with the same trigger:

:191 note "$BASE not found -- skipping branch-commit checks (run git fetch)"
:265 note "$BASE not found -- skipping lint (run git fetch)"
:470 note "$BASE not found -- skipping required checks (run git fetch)"

Each is a bare note, so SKIPPED stays 0, FAILED stays 0, and the verdict prints "pre-flight clean -- safe to commit and push" with branch-commit checks, lint, and the required-checks section all unrun.

:470 is the one I would fix first: it sits nine lines after SKIPPED=0 and skip_check() are defined, and it skips the required-context section — the part of the script closest to "will CI accept this".

And the trigger is more common than the one that prompted the fix. PyYAML missing is a machine-setup problem. $BASE not found is just not having fetched recently, which is the ordinary state of a checkout between fetches, and all three fire together from that one condition. So the common path is still the overstating one, which was the argument for the fix in the first place.

skip_check "$1" "$2" at each site is the whole change.

Two note calls I checked and would not convert, since the distinction is what makes the counter meaningful:

  • :271 "no changed Python files" and :319 "flake8 -- every changed Python file is in .flake8's exclude list" are genuine no-ops. Nothing was skipped; there was nothing to do. Counting them would make SKIPPED non-zero on a clean docs-only change and train people to ignore it.

That line — a gate that could not run versus a gate with nothing to run — is the one worth stating in a comment above skip_check, because it is the judgement the next person adding a note has to make, and it is not obvious from the helper's name.
