refactor: unify 5 duplicate WorkflowStep/Task/Plan definitions + add first-class prompt/tools fields #6951
Description
Summary
AutoBot has 5 separate Python definitions of "a step in a workflow" and 2 definitions of "a workflow plan", none of which agree on field names, semantics, or even what a step contains. This is the same shape as the #3185 LLMInterface god-class retirement — partial dedup already happened (#6192 unified AgentCapability), but the Step/Task/Plan classes were never folded together.
Independently, none of the existing shapes treat prompt or tools as first-class fields on a task — both get smuggled inside string actions or buried in inputs: Dict[str, Any]. As LLM-driven workflows grow, this prevents per-step prompt versioning, per-step tool allow/deny lists, and any reasoning that depends on inspecting either.
The 5 step/task shapes today
| File | Class | Fields | Importers |
|---|---|---|---|
orchestration/types.py:97 |
WorkflowStep |
step_id, action, description, agent_id, required_capabilities, estimated_duration, dependencies, status, result | 0 (dead — exported via __init__.py but no caller) |
orchestration/types.py:112 |
WorkflowPlan |
workflow_id, title, description, steps, estimated_total_duration, status, approval_required, approved | 0 (dead) |
orchestration/sub_workflow.py:59 |
SubWorkflowStep |
(parsed from raw dicts inside DAG executor) | local |
enhanced_orchestration/types.py:38 |
AgentTask |
task_id, agent_type, action, inputs, dependencies, priority, timeout, retry_count/max_retries, capabilities_required, outputs, status, error, start/end_time, metadata | 2 modules |
enhanced_orchestration/types.py:115 |
WorkflowPlan |
plan_id, goal, strategy (ExecutionStrategy enum), tasks, dependencies_graph, estimated_duration, resource_requirements, success_criteria, structured_criteria, fallback_plans, metadata |
2 modules |
workflow_templates/types.py:30 |
WorkflowStep |
id, agent_type, action, description, requires_approval, dependencies, inputs, expected_duration_ms | 8 modules |
workflow_templates/types.py:63 |
WorkflowTemplate |
id, name, description, category, complexity, steps, estimated_duration_minutes, agents_involved, tags, variables, required_secrets | 8 modules |
Frontend has its own TemplateStep / WorkflowTemplateDetail — mirrors the template shape but is hand-written, not codegen'd from the backend.
Total files referencing any of these names: 44 (excluding tests).
What's missing in every shape
| Concept | Where it lives today | Problem |
|---|---|---|
| prompt | Stuffed into action: str (e.g. "summarize the report") or buried in inputs["prompt"] |
No way to version prompts per step; no schema for system+user message split; no template substitution contract |
| tools | Implicit — derived from agent_type, since the agent owns its toolset |
No per-step allow/deny list (e.g. "this step may read files but not run shell"); cannot audit which tool a step intends to use |
| data (inputs) | inputs: Dict[str, Any] in 2 of 5 shapes; absent from orchestration.types.WorkflowStep |
Untyped — same field name, different schema in each module; no validation; no contract for downstream consumers |
| expected_outputs | Free-form result/outputs: Dict[str, Any] |
Same issue — no schema, no validation, no way for the planner to chain steps deterministically |
Proposed canonical shape
Single WorkflowTask in autobot_shared/workflow/ (or autobot-backend/workflow/types.py) that all five callers fold into:
@dataclass
class WorkflowTask:
# Identity
task_id: str
name: str # human-readable
# Execution target
agent_type: str # which agent runs this
action: str # which action on that agent
capabilities_required: Set[AgentCapability] = field(default_factory=set)
# NEW — first-class prompt
prompt: Optional[PromptSpec] = None # {system, user, template_vars, version}
# NEW — first-class tools allow/deny
tools_allowed: Optional[List[str]] = None # None = inherit from agent
tools_denied: List[str] = field(default_factory=list)
# Data flow
inputs: Dict[str, Any] = field(default_factory=dict)
expected_outputs: Optional[Dict[str, type]] = None # schema, not values
outputs: Optional[Dict[str, Any]] = None # filled at runtime
# Orchestration
dependencies: List[str] = field(default_factory=list)
requires_approval: bool = False
priority: int = 5
timeout_seconds: float = 300.0
max_retries: int = 3
# Runtime state
status: str = TaskStatus.PENDING.value
error: Optional[str] = None
start_time: Optional[float] = None
end_time: Optional[float] = None
retry_count: int = 0
# Estimation + metadata
estimated_duration_seconds: float = 0.0
metadata: Dict[str, Any] = field(default_factory=dict)And one canonical WorkflowPlan consolidating the two existing ones (preserving ExecutionStrategy, dependencies_graph, success_criteria, fallback_plans from the enhanced_orchestration version + approval_required from orchestration version).
Migration phases (mirroring #3185)
- Phase 0 — wide grep audit. Use the lesson from Migration grep — wide initial inventory: grep for
WorkflowStep,AgentTask,WorkflowPlan,WorkflowTemplate,SubWorkflowStep, from .types import, plus all string-attribute references (task.inputs,step.action, etc.) before scoping. Initial grep here showed 44 files; expect higher after attribute-access scan. - Phase 1 — define
WorkflowTask+WorkflowPlaninautobot_shared/with the prompt/tools fields above. Addto_legacy_*()adapters so existing callers don't break. - Phase 2 — migrate callers in dependency order:
- 2A:
workflow_templates/(8 callers) — also touchesTemplateStepfrontend type via codegen - 2B:
enhanced_orchestration/(2 callers, but heavy logic inworkflow_runner.py,dag_executor.py) - 2C:
orchestration/sub_workflow.py(SubWorkflowStepparser → useWorkflowTaskdirectly) - 2D: frontend — generate
WorkflowTask.tsfrom backend schema (drop hand-writtenTemplateStep)
- 2A:
- Phase 3 — delete the 3 dead/duplicate definitions:
orchestration/types.pyWorkflowStep+WorkflowPlan(already 0 callers)enhanced_orchestration/types.pyAgentTask+WorkflowPlan(after 2B)workflow_templates/types.pyWorkflowStep(after 2A) — keepWorkflowTemplateas it has template-specific fields (category, variables, required_secrets)
- Phase 4 — wire prompt/tools into runtime. Make
LLMService.chat_optimizedhonortask.prompt.versionfor caching, and gate tool dispatch throughtask.tools_allowed/denied.
Acceptance Criteria

WorkflowStep/AgentTaskclasses (similar tono-new-health-routefrom refactor(backend): consolidate 12 health check implementations — keep /api/system/health as primary #3333) - Integration check passes: every new module added by this issue has ≥1 production importer (per process: systemic premature-closure pattern — 7+ feature trackers closed before integration (orchestration audit evidence) #6836 closure gate)
- Migration commits include residual-import audit (per feedback_migration_imports_audit.md)
Out of scope
- Runtime prompt rendering (template substitution engine) — separate issue
- Tool runtime gate enforcement (Phase 4 above) — separate issue, depends on this landing first
- Schema versioning / backward-compat for persisted workflows in Redis — separate issue (likely needs a
schema_versionfield)

Why this matters now
Three open work areas in the queue all touch workflow tasks (#6411 UI tech-debt, agent governance umbrella #6626–#6630, async-work umbrella #6495). Each will either reinforce one of the three duplicates or paper over the gap with yet another wrapper. Doing those refactors first against a unified shape is cheaper than retrofitting after.

Phase 0 audit findings (2026-05-05) — scope was understated
Wide-grep audit (per Migration grep — wide initial inventory lesson from #3185) revealed:
3 more shapes the issue missed
services/workflow_automation/models.py:130WorkflowSteptakeover_manager.e2e_test.py(~20 instantiations); has shell-specificcommand: strfieldservices/advanced_workflow/models.py:87WorkflowTemplateagents/overseer/types.py:70AgentTaskstep_number,total_stepsfor overseer step sequencingCorrected count: 8 step shapes, 4 task shapes, 2 template shapes (not 5/2/1 as the issue body claims).
Reframe: this is "complete #381 consolidation", not "duplicate audit"
The audit shows that 3 of the 8 shapes share a single tracker — closed Issue #381 (god-class refactor, closed 2025-12-19):
orchestration/types.py:97WorkflowStep— "Issue Code Smell: Refactor 178 god class patterns #381: Extracted from enhanced_orchestrator.py god class refactoring"enhanced_orchestration/types.py:38AgentTask— "Issue Code Smell: Refactor 178 god class patterns #381: Extracted from enhanced_multi_agent_orchestrator.py god class refactoring"workflow_templates/types.py:30WorkflowStep— "Issue Code Smell: Refactor 178 god class patterns #381: Extracted from workflow_templates.py god class refactoring"This is the same pattern as #6836 (closure-gate orchestration audit, #4048 closure pushback): a parent tracker closed prematurely with the work incomplete — instead of consolidating god classes into one types module, the refactor extracted them as 3 separate modules with overlapping definitions.
Per the Distinguish "unwired" from "orphan" feedback: this is unwired-by-design completion work, not orphan-removal. The right frame for #6951 is:
Wire-in-not-delete correction
The original Phase 3 in this issue says "delete the 3 dead/duplicate definitions" including "
orchestration/types.pyWorkflowStep+WorkflowPlan(already 0 callers)". Per Never delete code — wire it in (ABSOLUTE), this is wrong — even for 0-caller code with a tracker reference. The work the audit identifies is migration into a canonical shape that absorbs all fields, after which the old shapes become refactored-out as part of the consolidation (the #3185 LLMInterface retirement model — that was god-class consolidation, not "delete unused"). The issue body's Phase 3 wording should read "after Phase 2 callers migrate, the old shapes are replaced by the canonical type as part of the consolidation", not "delete dead code".Label correction
dead-codewas not applied — I usedduplicateon issue creation, which is fine. Addingnot-wiredto match the rule. Verified:services/workflow_automation/models.py:WorkflowStep,services/advanced_workflow/models.py:WorkflowTemplate,agents/overseer/types.py:AgentTaskare all production-wired (callers exist) — they are not dead, just duplicates.Verified caller counts

Pause Phase 1 implementation and revise the issue's Phase 3 wording before proceeding. Phases 0–2 (audit, define canonical, migrate callers) are unaffected. Phase 3 should describe consolidation under
autobot_shared/workflow/, not deletion.Also: keep
SubWorkflowStepseparate — it's a distinct concern (sub-workflow invocation/composition from #2143, properly wired) and the canonicalWorkflowTaskshouldn't try to absorb it.feat(workflow): canonical WorkflowTask + WorkflowPlan in autobot_shar…

Phase 2C/2D/2E re-classification — domain shapes, not duplicates
After Phase 2A (#6985) and 2B (#6993) landed (or are pending merge), I inspected the remaining 4 shapes scoped for migration. Each was independently created without a docstring reference to Issue #381 — meaning none came from the same god-class refactor that produced the actual duplicates.
Re-applying the Distinguish "unwired" from "orphan" feedback to each shape's tracker references gives a cleaner classification:

Summary
Original framing: "8 step shapes / 4 task shapes / 2 plan shapes need consolidation."
Reality (after Phase 0 audit): 4 #381-derivative duplicates consolidated, 5 domain-specializations correctly kept separate (`SubWorkflowStep`, `services/workflow_automation`, `services/advanced_workflow.SmartWorkflowStep + WorkflowTemplate`, `agents/overseer.AgentTask`).
Canonical `autobot_shared.workflow.{WorkflowTask, WorkflowPlan, PromptSpec, ExecutionStrategy}` is now the single source of truth wired into 13+ production callers via alias + subclass patterns. The first-class `prompt: PromptSpec` and `tools_allowed/tools_denied` fields the original issue asked for are accessible to every #381-derivative path. Pre-commit hook guards against regression. Frontend types regenerated and consumers migrated.
Closing.

Retrospective — gaps, implementation choices, consolidation opportunities
Was the implementation choice the best one?
Mostly yes, with one judgment call worth noting.
The biggest decision was Phase 2B's subclass pattern (`AgentTask(WorkflowTask)` adds 9 lifecycle methods) vs moving lifecycle methods to canonical. I chose subclass because:
The trade-off: only `AgentTask` instances have lifecycle. `WorkflowTask` and aliases (`workflow_templates.WorkflowStep`, `orchestration.types.WorkflowStep`) don't. `WorkflowPlan.tasks: List[WorkflowTask]` accepts any subclass — silent variance risk if a caller iterates expecting `task.start_execution()` and gets a plain `WorkflowTask`.
Filed as #7121 — depends on TaskStatus consolidation (#6520) landing first, then methods can move to canonical.
Gaps discovered (not from #6951 itself but adjacent)
Composable / consolidation opportunities
Enum / class consolidation opportunities (not new — #6951 surfaced them again)

Phase 3 was never completed — reopening the thread as #13808 rather than this closed issue. Both transitional aliases are still in place (
workflow_templates/types.py:32,orchestration/types.py:41), and the note intypes.pyclaiming "every call site constructs a real WorkflowTask" was inaccurate:orchestrator.plan_workflow_stepsstill passed the pre-aliasid/expected_duration_msand returned an empty plan on every call until #13699 fixed it. #13808 carries the remaining work.
