bug(ci): Code Quality workflow failures on Dev_new_gui #4124
Description
Problem
Code Quality workflow is failing repeatedly on Dev_new_gui and feature branches (5+ failures).
Impact
- Blocks code quality checks and static analysis
- May hide linting, formatting, or security issues
- Prevents PRs from merging if quality gates are enforced
Current Status
- Failing on: Dev_new_gui + feature branches (issue-4103, issue-3998, etc.)
- Frequency: Persistent
- Notifications: 5+ unread
Investigation Steps
- Check Code Quality job logs for specific failures
- Verify linting/formatting tools are properly configured
- Check for missing dependencies or environment issues
- Review recent config changes (linters, formatters)
- Check if specific file types or patterns trigger failures
