feat(events): capture and publish task artifacts as evidence #4094
Description
Extend OBSERVATION events to capture task completion artifacts (code diffs, test outputs, file changes).
Implementation
- Add artifact field to OBSERVATION event structure
- Capture file diffs when agent modifies code
- Store test/deployment outputs as event metadata
- Extend event stream to publish task evidence for sharing/verification
