Part of Neural Mesh RAG (#1994), Phase 5, Task 5.4.

Implementation

• AgentTopology class tracking connections between agent pairs
• PostgreSQL tables: agent_connections, agent_task_history
• record_outcome: reinforce connections between successful agent pairs (EMA)
• get_collaborators: return best collaborator agents for a given task type
