Part of #18237.

Problem

docs/design/2026-10-11-refined-ui-redesign.md and docs/design/mockups/refined-ui/ predate the owner decisions of 2026-10-11 (see umbrella). The screen map still places Admin, Monitoring & diagnostics, Dev tools, Plugins, LLM API keys and the secret audit log in the user app, BI under Analytics, and Usage without a restriction. Step-5 sessions read these files, so they must be current first.

Acceptance Criteria

  • Mockups replaced with design-canvas version 27: 23 screens in the SLM shell (sections Settings, Monitoring, Security, Tools, Plugins), user-app top bar without the Plugins icon / SLM text link and with the shield as "Platform admin", BI as a Company OS page, Usage restricted, Roles with "View usage & costs"
  • Same scrubbing as docs(design): Refined UI redesign mockups, tokens and implementation handoff (#18223) #18226: reserved documentation IPs/hostnames, no owner name/email, no install paths, demo token placeholder
  • Spec §1, §4.1, §5 (screen → view map incl. SLM routes) and §7 updated; mockup index updated
  • Each SLM screen maps to its SLM route on main or is marked new

    Owner confirmed 2026-10-11: the correcthorsebattery value scrubbed from the Login mockup by #18250 was a placeholder, never a real credential, so nothing needs rotating. It remains in the history of #18226's merge commit, and history is not rewritten.
