company-os: fold business_intelligence_dashboard's cost and ROI analysis into Company OS, and system-wide stats into the SLM #16307

Description

@mrveiss

Child of #16282. Owner decision, 11 Sep 2026: fold it into Company OS; system-wide stats go under the SLM.

autobot-slm-backend/monitoring/business_intelligence_dashboard.py does cost and ROI analysis and is the only user of CostModelConfig. It was recently worked on and has tests, but nothing wires it in.

    business_intelligence_dashboard.py:35 imports ALERT_THRESHOLDS from monitoring/performance_monitor.py, and reads only cpu_percent and memory_percent (:791-792, defaults 80.0 and 85.0). performance_monitor loads them with config.get("monitoring.alert_thresholds", ...), so the SLM half can read that config key directly. test_bi_dashboard.py and test_bi_dashboard_10778.py stub performance_monitor in sys.modules, so they won't catch a broken import. The end-to-end test needs to import the real module.

    (Edited after review: #16308 now keeps performance_monitor.py. It is removed by whichever of #16305, #16306 and #16307 lands last, together with its file-size baseline entries and the two logs/performance_monitor.log checks in autobot-infrastructure/shared/scripts/logging/quick-deploy-verification.sh.)
