fix(ci): dependabot group unsatisfiable — @pinia/testing 2.x requires pinia>=4 while group pins pinia 3 #11753
Description
PR #11746 fails npm install: ERESOLVE — @pinia/testing@2.0.1 requires peer pinia>=4.0.2 but group keeps pinia@^3.0.4. Fix: hard-exclude @pinia/testing >=2.0.0 in .github/dependabot.yml (same pattern as protobuf/websockets caps) until pinia 4 is taken deliberately. Note: dependabot reads config from main — inert until promotion.
