docs(sso): enterprise SSO admin runbook — provider matrix + rotation policy #10155
Description
Phase E of #8994. Absorbs #9687 (SSO secret-migration docs).
Document the provider matrix (spec §3: Okta/Azure AD/Google Workspace certified; generic OIDC/SAML/LDAP supported), rotation policy (spec §4), and admin runbook: configure each certified IdP, rotate a secret, read the audit.

- migration steps (from docs(sso): document SSO secret migration process #9687)
