OPNAVINST 6110.1H CH-1

Tagging the base OPNAVINST 6110.1H with the next subsequent NAVADMIN. Typically we'd see things like these referenced as a "Change 1" etc. in Navy lingo, but the PFA instruction NAVADMINs do not seem to use standard Navy administrative change processes.

Nonetheless the concept still applies fine so I'll post it as an example.
