package: Add `winget` support on Windows

winget is the official package manager for Windows that's built into Windows 11 now, so supporting it would be ideal for those of us already using it rather than scoop or choco.

It turns out we can do a portable install from a ZIP file (no need for EXE, MSI, MSIX). So once we start producing those in releases, it shouldn't be difficult to add that ZIP file and package this up for winget

Edit: Looks like this uses a github action (upon closer inspection), so nevermind, though we could still do something similar just without the repository_dispatch component.

That looks even better! Fully automated builds so users don't get potentially stale versions.

I will look into it. I'm not sure how long until our next release, but as of 5956be2 we are going to be building a ZIP on our next release. That means I can package for winget at the next release.

@sylvestre I've created the manifests, but I haven't been able to fully test them yet. I was able to fully validate them against the schema, but part of the winget packaging process is running a local install. However, ZIP based installs aren't supported in the stable release of winget at this time, so I need the pre-release version to use the experimental feature zipInstall to test the manifests fully. I've applied for access to pre-release and should recieve it in a few days, then I can verify the package and complete my PR for the microsoft/winget-pkgs repo.

However, until winget makes zipInstall a stable feature, I think this package won't be very useful to most people running stable winget. My understanding is that they should enable it in a future release, so hopefully soon.

Edit: I tried to use the portable installer format, but unfortunately there needs to be a standalone exe file for that format. So we need to stick to zip, and I'm working on getting that working as I wrote previously. Until winget supports zip files, our only method of getting winget to support sccache is to do a release with standalone exe artifacts generated by the CI.

🏓 I'd love for this to happen, and for what it's worth, the manifest looks fine to me (though perhaps maybe a little over-broad on the tags)

As for automatically updating it from CI, https://github.com/vedantmgoyal2009/winget-releaser works well (it says it needs workflow permissions to auto-update the action, but that's optional - an alternative is to use dependabot can deal with updating it, through the usual PR review process)
