Allow admins to calculate stats from main UI

Admins should be able to run the equivalent of `manage.py calculate_stats` without going through a console, especially in light of the move to GCP.

Problems with stats are too often preventing people from approving translations, we need broader and easier access to this function.

Maybe the button could live in `/admin`.
