Support for release tags on Fenix and Firefox Desktop for manifesttool

It is possible for version bumps to occur while manifesttool PRs are still open, in which case Firefox Desktop and Firefox for Android manifests may not get updated for specific dot releases.

There are tags of the form:

{PRODUCT}_{MAJOR}_{MINOR}b{BETA}_BUILD{BUILD}
{PRODUCT}_{MAJOR}_{MINOR}b{BETA}_RELEASE
{PRODUCT}_{MAJOR}_{MINOR}_{PATCH}_BUILD{BUILD}
{PRODUCT}_{MAJOR}_{MINOR}_{PATCH}_RELEASE

that we are not processing that will resolve this.

Here PRODUCT is FIREFOX or FIREFOX-ANDROID
