Description

The anchor tags on https://www-dev.allizom.org/en-US/about/forums/ are currently displayed as text, not hyperlinks. This differs from the behavior in production.

Steps to reproduce

Visit the dev environment: https://www-dev.allizom.org/en-US/about/forums/

Expected result

The anchor tags should be links.

Actual result

The anchor tags are not marked up HTML.
