As a user, I want to be logged in into Google Pay

If I have Google Pay setup on my device, payments on websites that use Google Pay "just work" on Chrome, but require logging in in our browser.

We'll need to jump through a few extra hoops here (need to research APIs involved). There are privacy concerns here that need to be considered (exposing user's device state).
