This has been a Major pain on both Firefox Android and iOS. I think this was mostly about YouTube blocking this behaviour that many people depended on. It definitely became clear that play something in a tab and lock the phone is a very common scenario.

The main thing I was thinking of was that the browser itself shouldn't interrupt playback.

Pages that are blocking background playback themselves are a separate, albeit closely related issue. While Youtube is likely the most interesting target for users, actively circumventing this in the browser itself probably also has the potential to lead to some "interesting" discussions with Google. (They've traditionally been policing apps that use the Youtube API directly, but I found an anecdotal report that before the background playback blocking was implemented on the mobile Youtube page itself, they even went after some minor browser even though that presumably wasn't using Youtube's API directly and only served up the HTML+JS provided by Google itself).
