As a Developer I want to be able to easily send usage data for a specific feature

As a developer I want a high level abstraction in place that lets me send usage data about features. 

Examples, but not limited to:

- Metrics like *time spent*
- Binary choices like *Block Popups*
- Selections like *Tracking Protection Strength* (None, Basic, Strict)
- Histograms for things like *query speed* or *load times*
