spawnSync freezes #140
Description
I opened an issue in eslint, but that led us here. Please refer to eslint/eslint#13681
Environment:
ESLint Version: 6.8.0
Node Version: 12.11.1
npm Version: 6.11.3

Is something specific with my machine, and not related to node v11/v12. What can I do so we can go one step further?
