Remove/disable folder creation feature if No development directory found.

Here i'm doing folder ingestion via shotgun event, so no point in creating folder from terminal using "be".
If directory not found means invalid BE_TOPICS by user. So is it safe to disable folder creation lines in cli.py ??

How about disabling it by setting a BE_READONLY=1 environment variable?

Yes, We can keep "be new" available only if BE_READONLY=false.
