Any plans to move the `txpool` rpc part to the Frontier?

I noticed there is an implementation of txpool interfaces in this repo, just curious any plans to move it to the Frontier side, this is super useful to query the pending transaction for the frontier based EVM chains. These interfaces are much simpler and more independent than the tracing ones, it's technically possible. @crystalin @tgmichel

I think the unimplemented interface new_pending_transaction_filter can be easily addressed after tx-pool moved there.
