RUST-951
The spec requires that connections to a load balancer always support sessions, and ignore the
logicalSessionTimeoutMinutesparameter. This has to be flagged atTopologyDescriptioncreation time because clients to load balancers don't have the monitoring connection that would otherwise update the topology.
