• include the backward-compatible artifact catalog work already prepared locally
• remove the retired External MCP Gate and expose user-installed Codex capabilities as BYOR

Release

After green required checks, merge to main, create annotated tag v1.1.1, and run the protected Manual Release workflow with PyPI publication enabled.
