[test-runner] tape support

Akin to @web/test-runner-mocha, it would be lovely to have @web/test-runner-tape that runs test files using tape (or perhaps an esm-bundled version thereof)

I might wanna take a stab at this but I was wondering if it should be a more generic @web/test-runner-tap which would work with all the TAP based test runners?

looking at an equivalent Karma plugin it would monkey patch the console.log method

then you can easily parse the gained TAP stream with https://github.com/tapjs/tap-parser

not exactly sure how to get the error stack trace from that TAP stream though
